healthcare or chinese arithmatic?

o i am not completely political although i must admit i love a good political debate with material and stats that can be looked up and verified....so on Christmas day i got into a long and loud debate about the health care bill and needless to say niether one of us "won" but i did go away scratching my head and wondering how 2 reasonably intelligent humans could " read" the same bill and come away with such different views? so again today i looked up the bill and gave it another gander and here's what i found...
(a) EXCLUSIONOFCERTAINPLANS.—Section 2721

of the Public Health Service Act (42 U.S.C. 300gg-21)

is amended—

(1) by striking subsection (a);

(2) in subsection (b)—

(A) in paragraph (1), by striking ‘‘1

through 3’’ and inserting ‘‘1 and 2’’; and 
8 
(B) in paragraph (2)—

(i) in subparagraph (A), by striking 
10 
‘‘subparagraph (D)’’ and inserting ‘‘sub- 
11 
paragraph (D) or (E)’’; 
12 
(ii) by striking ‘‘1 through 3’’ and in- 
13 
serting ‘‘1 and 2’’; and 
14 
(iii) by adding at the end the fol- 
15 
lowing: 
16 
‘‘(E) ELECTION NOT APPLICABLE.—The 
17 
election described in subparagraph (A) shall not 
18 
be available with respect to the provisions of 
19 
subpart 1.’’; 
20 
(3) in subsection (c), by striking ‘‘1 through 3 
21 
shall not apply to any group’’ and inserting ‘‘1 and 
22 
2 shall not apply to any individual coverage or any 
23 
group’’; and 
24 
(4) in subsection (d)— 

ok so after i laughed for about a half an hour and then called in my kids to verify that this is indeed chinese arithmetic! 
so when talking to friends about the newly passed senate bill just refer them to Section 2721 of the bill and ask them what they think this means. what it means basically is anything "they" want it to! you have no way to make heads or tails of this bill and more than 1/2 of the senate admitted that they didn't read it! so you might be wondering why do i hate people who need health insurance, i don't!
i hate for bueracrats who don't have to use anything they pass, to so complicate things to the point of ridiculousness. americans need healthcare-no doubt, what they don't need is the government who can't run anything else with any sort of efficiency to force them into a system that is already broken. 
we can do better than this. we are after all, the country that invented ingenuity, we have never been a country that doesn't take care of it's own and everybody else's. we can simply do better with a lot less suing and a lot more care.
please pardon my rant i just don't want anyone to be blindsided by this, it is not what "they" say it is. it is a trojan horse disguised as healthcare. wake up! read the bill and smell the confusion. God is not the author of confusion the senate is!
